Basics of Public Procurement Law (XNMP_ZPVO)

Course topics: 1. Introduction to the course. 2. General information on public procurement (entities, basic terms, subject matter - exceptions to the Public Procurement Act). 3. Basic principles in public procurement in the light of the case law of the Court of Justice of the EU. 4. Procurement procedures: over-limit contract, below-threshold contract and low-value contract. 5. Preparatory phase of public procurement: specification of the subject of the contract, determination of the expected value of the contract, determination of the procurement procedure, determination of conditions of participation in public procurement (personal status, financial and economic status, technical and professional competence, single European document) - their probation and evaluation, determination tender evaluation criteria. 6. Preparation of tender documentation. 7. Electronic marketplace (as a public administration information system, the purpose of which is to purchase goods, construction works and services commonly available on the market) - trading on it. 8. Tender, restricted procedure, negotiated procedures with publication, competitive dialogue, innovative partnership, direct negotiating procedure. 9. Review (control) procedures in public procurement (request for redress, supervision of public procurement). 10. Administrative offenses (fines, ban on participation in public procurement). 11. Practical cases in public procurement in the intentions of the most frequent violations of the Public Procurement Act. 12.
